Dog food question, need a little advice?

My papillon weighs about 5 pounds and is 2 years old, I got her as a rescue about 3 weeks ago. They said she was eating Nutro Natural Dog vennison and rice dry food so I have kept her on that. The thing is she nibbles at . She has a small dog bowl that holds about a cup of food and it takes her like 3 days to eat the whole bowl. I know people say she will eat if she is hungry and being a rescue dog I am not sure of her history and if she is just finicky like this. Does anyone have any tips on what I can do to make her food more appealing to her? I smelled it and chewed one of the little pieces and it tasted very bland to me ( i know this may sound gross to some people but the food didnt have a smell so i was curious and no i didnt swallow it) so I can see why she doesnt like it. I have almost a full bag of dog food so I would like to use it and not throw it away. If I cant find a way to get her to eat it I will buy her another brand but I would like to find tips and advice first on how to get her to eat the food she has. Just a thought, could I pour low sodium chicken broth on it?
