28Years Old with very high FSH?

OK, hee is my problem. Two Years ago in January I had a miscarriage. I have never had regular cycles but now, it is getting worse. I have not had my period at all for over 6 months. My doctor tried to give me prometrium to induce but, that has not worked either. He finally sent me for blood work and everything was normal except for FSH which was a whopping 44.5. I do not think that it was taken on day three because I have not had my period. I have two children, (the first one taking almost 2 years to concieve at age 20) I have had a lot of problems with ovarian cycts and feel like I have another one now. As he was referring me to a specialist, I asked him if he thought I was in menopause at 28 and he said no because everything else was fine and that we just had to get that number down. Everywhere I read online says that the number 45 is a sign of menopause. I want to have another child but am really worried and I have to wait forever for my appointment. Any thoughts?
