Awww Heck I'm Confused!!!?

I really like this guy and dont want to look stupid in front of him. We used to talk and what not. I was a teen then. 15 I think. I'm almost 21 YAHOO!! Anways he always winked as he drove by, whistled and yelled and stuff. Kinda like a flirt. God help. I fell for him and hard. I stopped talking to him and sh!t due to some stuff my freinds pulled. I seen him not to long ago. Walking downtown. He crossed the road and just looked at me. I mean stared me down. I fell again and harder, This man is adorable. Has everything I ever dreamed of, blue eyes, really cute laugh and smile. Voice is y. He's 10 years older. Don't care about that. I talked to him the other night and he laughed a bit and was surprised it seemed that I had talked to him. Yesterday I seen him, and said Hey (name) he goes hey never smiled waved or anything. Sometimes he don't smile sometimes he does. I'm confused I dont know what to do. I want to tell him I like him but havent really talked to him since my freinds did
