Does this make sence? The state of Michigan has a HUGE deficiet/ awful economy, so we are buying prisoners AC?

$14 million dollars in fact......yet they are worried Michigan will be obsolete become the ecomony is so bad.....what about this makes sence? Why should prisoners yet this luxury? A majority of Michiganders can't afford AC (thanks to Consumers Energy robbing us blind) but prisoners get it?! What's wrong with this picture????
