What is the very rudest (not illegal) behavior you have ever encountered from a state agency?

I have heard about one state social services agency that would not answer correspondence from one of its citizen "stakeholders"! Once upon a time, that kind of behavior was considered rude i.e. impolite. Perhaps you have heard of even ruder behavior? Please share the gist of your experience if you have ever been treated rudely by a state or federal agency in the United States.
