Will there still be a need for people to join the army in the summer of 2012?

Im planing on joining the us army fresh out of high school, and i just watched the president giving his speech on brining home 30,000 troops back home by the end of next year which is very very great and exciting news :) but my question is, with this going to happen, will i still be able to join? Or are they going to start telling people no... I really want to know because I plan on forming my career with the army by being a MP and its actually a dream of mine... Please help me out I really need to know so I can expect it.... Thank you and god bless our troops!
